ANOTHER HPD HOMICIDE ARREST

FROM HPD:

On December 23, 2012, at 4:48 am, Hartford Police Officers were dispatched to 114 Hillside Avenue on a 911 call for shots fired. On arrival, patrol officers found an unresponsive victim with a gunshot wound to the chest. The male victim, Jazzy Delgado, 21 of Hartford, was transported to Hartford Hospital where he was pronounced deceased. Homicide detectives from the Major Crimes Division actively pursued the investigation.

 

On August 13, 2013 Major Crimes detectives obtained an arrest warrant for Javier Melendez, age 20 of Hartford CT, charging him with Murder, Conspiracy to Commit Murder, Reckless Endangerment 1st, and other firearms related charges. On August 14, 2013, with the assistance of the CT Department of Corrections and Parole, and the Manchester Police Dept. and the HPD STF, Melendez was taken into custody in Manchester CT. without incident. He is currently being held on a $1,000,000 bond.

City Council should pass a resolution to cut more money from HPD's budget.....we're on a roll now!!!!
It's to bad the council could care less about one victim or their families.
I've seen Brookman at more vigils than any council member, I actually don't remember that last time I saw Kennedy or a council member at one vigil, they could care less about this city!

As I watch the news tonight in regards to all the shootings....there is nothing for our teenagers to do but ride around....chill get drunk and high..what has the city done for our kids between the ages of 13-18..not much.....by the way there was a shooting this afternoon on orange and capitol ave, broad daylight...maybe the news doesn't want.to report that...what a shame.....

If ever the city needed a hero.... This city needs BATMAN... Have teleserve personnel go pick up a spot light at wide open gates..aka city yard ... and put it on top of that there new safety complex. Worst case scenerio brockman, i can get some old hockey pads and spray paint them black for u....... I blame the council for this. They have no clue. Ken kennedy thinks he can play manopoly games with pd money. Now what kennedy ?? Hold hands and give out hugs on albany ave ??

Maybe instead of writing on this blog, you should concern yourself where your children are. That's half the problem in this city is the lack of parenting and parental guidance.

I can F&$!#£% guarantee you my teen age kids are not getting drunk and high. Be a dam parent like your supposed to be, however I'm sure you don't know how! It's because of parents like you that has the city in the condition it's in.
What has the city done you ask? What do you expect the city to do. The city should envoke a curfew on your kids!!! To start, seek parental counseling which the city and taxpayers (which I'm sure your not a taxpayer) will provide. Then seek drug and alcohol counseling for your kids, which again, the city will provide.
And thirdly, take a look at all the money the city has spent on the PAL program which has kept inner city kids busy all summer with trips, get aways, events etc.
Or maybe you have some better suggestions????

Seriously, speaking, all joke set aside, GUN violence is in the rise across the USA, including Connecticut, which has been having our share of it, including our own City of Hartford.

Gun violence is nothing to joke about, especially that it is very insensitive to the families that have lost their loved ones; irregardless whether they have parental guidance or lack of parental guidance. It is sad when a young life is taken away before their time. Victims are from all walk of life.

The real problems is the GUNS, they are getting into the wrong hands. The Governor, the Mayor and the judicial system has failed us.We need to find things for our youth to do.

We have to be thankful to the hard working police work.It is a good sign of relief when the perpetrator, are caught and are no longer roaming the streets; the families can now have closure to the case.

Just this week we have had several shootings. We all have to stop pointing the fingers and start getting together to brain storm as to how we can solve this growing problem.

Chief Rovella has had a lot of answers to address gun violence and he has already shown what needs to be done, he did reduce gun violence dramatically. He's proved himself.
However city council destroyed his police budget preventing him from sustaining the crime reduction. No brain storming needed, he has the plan, he implemented it, and because of ken Kennedy and the city council, his plan was stripped and halted, and it's only gonna get worse.
Demand action and accountability from these turds on city council.....especially Wooden and Kennedy!!!!!

I went to high school with Javier, we were pretty good friends. He did not strike me as the type to go out and shoot a kid in the chest but I don't know, the facts aren't all out yet. He was a super funny dude and was really harmless. Yes he was into nefarious business, but that's just how it is in the city. Javi did NOT spend his time driving around and getting wasted. Jazzy must have really screwed him over or something. I'm eager to hear the details as they come out.

It's crazy, just this past week I saw him and talked for a few at a local gas station... This week he's locked up and will probably not be around for a loooong time.

It's a shame and I'm very sad for both families and all involved, but I just wanted to give a little perspective about his character. Javi was not the thug you picture in your minds, and Jazzy was not an angel either.

Javi did shoot jazzy .. As a first character witness, my own eyes seen, you may not know what somebody is capable of doing, untill you see it with your own eyes !smhh at you for that petty comment .. Maybe it would be diff if u seen for your own two eyes ?! Im not sure, but regardless of if jazzy was a saint or not, didnt deserve to be shot dead . But javi has been caught finally after a year, and thats his punishment, and thats what anyone who kills people deserves .. Dont yiu agree ?? i feel sorry for both families, as now the murderers family have to live with the fact they're son is in prison over some petty shit, and my heart absolutey goes out to jazzys family because a child is left without a father ..
