Today I posted earlier that City records show Segarra's former Chief of Staff Jared Kupiec will be on the City's payroll through September 27, 2013.
Apparently the City provided additional documents to the Courant's Jenna Carlesso after she inquired further. Those documents apparently show that Kupiec received a lump sum payment upon leaving City Hall. The payment was signed off on by someone "unidentified " for Mayor Segarra on June 21, 2013 for $36,380.37.
It is also interesting that they prepaid Kupiec for the July 4th holiday and Labor Day, even though he was already gone by those dates. The $884.00 for holiday pay is relatively small considering the rest of the payout. I wonder if they deducted the furlough days he was supposed to give back as part of that "shared sacrifice" thing.
I'm becoming more and more skeptical of this Segarra makeover by the minute. Can the announcement for the promotion of Assistant Chief Waller be far off?

I have been employed by the city for over 20 years. During this time I have suffered through corrupt city politics and incompetent Fire Dept administrators. Each is bad enough in its self, but when you combine the two it's a recipe for disaster.
As a result discipline has gone out the window. FF's have been late to work, insubordinate and derelict in their duties with out any consequences. Typically, it ends up being the Company Officer who pays the price when they try to adhere to the policies and procedures.
Another travesty I have been witness to is the manipulation of promotions and promotion opportunities. Over the years, I have seen several good officers skipped over for promotions. While other less qualified and sometimes incompetent officers( I don't have to name them, they know who they are) have been promoted.
The most recent tampering with promotions was when Terry Waller was promoted to Deputy Chief. Terry was the last person on the D/C list. But before the list could expire Terry was made a Deputy at the bequest of City Hall. (Hmm I wonder how city hall came up with the idea to promote Terry when a vacancy didn't exist and the list was running out?)By the way this was against department policy, back practice and even the city charter.
I just learned that two well respected and very qualified deputies were asked by Interim Chief Huertas to be his Assistant Chiefs. One deputy even has a Masters in Fire Admin. With those two deputies in place we have a real chance to put this department back on the right path.
Kevin, this is a good opportunity to put the litmus to Segarra's makeover statement. If he allows the two deputies to go upstairs then you know he truly has the best interest of the city and HFD at heart. If Waller ends up an A/C then you know he is full of shit and its business as usual.
With that amount of money, he could have bought or lease himself his own car, and still have plenty of money to filled it up. Shame on Pedro and Saundra, because that looks like Saundra's signature. I believe that they allow him to keep the car since he is still on payroll until September. Never did it cross their mines that the vehicle was going to get vandalized and it was going to create so much commotion. Unfortunately when you do something wrong. Somehow. something wrong will happen.
All I know is that there is something terribly wrong with these three stooges. They were quick to request repayment of $3000, they must have been thinking since they got away with paying back their Caviar dinner, that once again Jared can pay back the damages and the case is close. No crime committed. He's getting a triple dose of attorney's legal advice from the Elite group. These three stooges are the most dishonest and corrupted bunch of liars that Hartford has ever had running our City. When is it going to stop.

Promoting Waller to Assistant Chief would be insane... but would fall in line with the rest of the stupidity.

This is a fraud on the city, plain and simple.
There is no ordinance provision to keep anyone on the city payroll after their day of separation (6/21).
In no case can Kupiec accumulate more than 8 weeks of vacation (assuming he used none of it prior).
Kupiec can't accumulate vacation time and paid holiday time after his day of separation.
Kupiec is not a department head, as such the Mayor can't give him a severance incentive (which can only be given for full years of service not .5)
In short, this document shows an arrangement to defraud the City of about $18,684.00
Forget the $3k in damage to the car, this is a felony!

It is only criminal if someone looks at it and does something. Where is the arrest warrant for Kupiec for stealing the car.
Why isn't the council looking into these things? They have the power to do it, but instead they are questioning comp time for people who are actually working and doing their jobs.
I just read an article about the Hartford youth football program. It says the city of Hartford want to raise the fee to use Dillon Stadium. Picture that charging youth and city residents to use city parks and fields. Kevin I believe you stated that the Friends of Elisabeth Park gets to keep all the money they make from the pond house cafe. Yet the city cut the grass and maintain the park for free. How said every politican claim they care about kids and they want to improve conditions for our youth. Such bull shit the only elected offical quoted was McCrory. The mayor and the city council should be ashame of themseleves. All on the bandwagon last year when the kids went to FLA. Yet want to rob them at the start of the new year. Mayor Spoke person respone "we gave them 20,000 when they went to FlA." Sound like something you would want to do for kids that represent your city. Dumb Asses!!!!!! ..... Use some money that was given to the car thief. Has he been charged yet????>???
Municipal code 2-410 (D) Severance. The Mayor has the discretion, to pay to Department Heads and/or Deputy Department Heads at time of separation, a severance allowance computed at one (1) week of salary for each full year of service, up to a maximum of twenty (20) weeks.
Why...oh why did he voluntarily give Jared another $5,000 ????
I propose that Hartford's name be changed to Candyland as the Mayor's close aides and their friends and relatives seem to extract money,property,jobs and contracts like "candy" from this administration.
Where's the OUTRAGE?? Where are the City Council members who are sworn to uphold the laws of Hartford? Where are Hartford's "concerned citizens"? Where are the Republicans?
Hartford is truly the capital of Corruptict. Time to move.
